I have always thought the best way to notate the concept of "meandering" is to use the "any path" symbol modified by an "indirect effort action" symbol of equal duration. This expresses the idea that the path is motivated by a quality of inner attitude, which could include the objectives of looking around, searching, or wandering without any specific aim.
